IGT Terminals Involved In Lottery Crime Spree In Texas

IGT Terminals, installed and monitored by IGT, were placed in illegal locations and were used by Lottery.com to break State and Federal laws 100's of thousands of times between 2019-2022, and then were used in the largest lottery fraud and crime in history during the April 2023 Lotto Texas fraud. The Lotto Texas event has been linked to money laundering and the illegal awarding of a $57.7 million jackpot to Rook TX. This crime could not have been committed without the cooperation of IGT, and the criminals who organized this crime could not have done so without the advance knowledge they would get access to dozens of IGT lottery terminals when needed.  Without IGT terminals this Lotto Texas crime would have been impossible to pull off.

Matthew MaGahan, the CEO and Chairman of the Board of Lottery.com, was sent the video of the Lotto Texas printing scheme as it was occuring in April of 2023.  MaGahan was in London at the time and responded that the video was "Afuckingamazing!!!".  Days later he wrote that the atmosphere in the room must have been "electrifying when the machines where turned on and the tickets started printing".

A total of close to 60 IGT terminals where used, aided by a QR Code system developed for the operation, to print virtually every combination for the Lotto Texas lottery game (25+ million combinations) in less than 72-hours.  IGT installed each terminal, despite the rules that Texas Lottery Retailers must by a bricks and mortar business, selling things other than lottery tickets, and open to the general public.  Video first published by NY Times 4-20-25.
